Can't get OneSignal to work

I purchased the push notification add-on, but I'm having trouble getting it to work.

I did all the certificate setup for my free OneSignal account.

What seems to be missing is that I'm not seeing the push notification service extension among my build targets:

When I do my tests, the push notifications go to 0 users, despite having the app installed via TestFlight on my phone.
