Can't get OneSignal working on Android build

I've followed all the setup instructions, and I have a build of the app in Google Play.
When I download and install the APK into the Android Studio Emulator (Android 11.0, emulating Galaxy S20), I do see the notifications there. But my two test users are not receiving notifications.
