My application is not showing notification headsup on the top of the display

Hello there ,

My webview has a chat application and also provides files storage service , so when the users interact it should popup the message as a notification popup on the top of the display .

But the issue is the app is not showing the heads-up notification ( I am not mentioning push notification here.)

Why my app is not showing general notification heads-up pop as like other application .
