Display Tab bar on median - the tab bar not displayed with a slow connection

We have a display problem with the tab bar.

When we have a slow connection/ network, the tab bar takes a long time to appear or doesn't appear at all. the last test we did => test on our preproduction environment with 3G and the tab bar did not appear.

Do you know what's causing this problem? Do you have a solution?
